i have a briggs 12.5 and it wont run right when i have the air cleaner off it runs good but when i put it on it runs real bad so idk whats up with it the carb is clean so it ant that so help is needed

Try getting a new air filter element- sometimes theyre dirty but dont look like it. Its probably leaning out  when the air flow comming is is restricted.

The carb too,can be out of adjustment. Depending what type of carb you have. Can you take a picture?

Yup, could possibly be the main jet being ever so slightly too rich.  By bet is the air filter is probably clogged pretty bad though
