Sounds like the motor has a serious drag inside- if it wont turn over by hand- then theres something messed up inside- id check the flywheel key first, then crack it open and see. I have a 14.5 HP OHV briggs when i first got it from a tractor junkyard, it did the same thing- crank once or twice then snap the flywheel key - would turn over easily w/o the plug in- i took it back and they did fix it - they said it was hydro locked ( which was BS) - i still say the timing was off to keep snapping the flywheel keys.

the valves arent stuck checked it all read but if the flywheel key is broken whould the motor turn over once the piston is taking air in and then once it gets compresen it need a couple cilks of the key to turn over but i will check it
